FG workers threaten strike over unpaid salary arrears

LAGOS — FEDERAL senior civil servants have threatened to down tools over unpaid salary arrears, appealing to President Muhammadu Buhari to direct immediate payment of their backlog of salaries and allowances. The workers said their patience had been overstretched.

Speaking through their umbrella body, the Association of Senior Civil Servants of Nigeria, ASCSN, the workers said the current state of affairs in the country, where sufferings had been lifted to a frightening level, was the time to settle the  arrears to calm all frayed nerves and restore normalcy in the system.
Addressing delegates at ASCSN National Delegates Conference, NDC, in Abeokuta, Ogun State, outgoing President of the body, Mr. Bobboi Kaigama, said: “You will recall that in one of our correspondences to President Buhari before his inauguration, we did set out an agenda for him towards moving the nation forward.

“One of the items on the agenda is the settlement of all outstanding salaries and allowances owed workers throughout the federation.

When the issue of bailout was, therefore, announced by the government, we heaved a sigh of relief thinking the arrangement will cover public officers in the various Ministries Departments and Agencies, MDAs, both at the federal and state levels.”

The Ogun State Government has adopted a nine-year-old boy, Korede Taiwo, who was chained for weeks by his father in Ado-Odo/Ota Local Government area of the state.
The boy, who was rescued by the Nigeria Security and Civil Defence Corps, was admitted to the Federal Medical Centre, Abeokuta.
Speaking during a visit to the boy at the hospital, wife of the state Governor, Mrs. Olufunso Amosun expressed satisfaction over his health.
“I am happy to see him active and responding to treatment and with the way things are, he would soon be discharged from the hospital. The state government has taken full responsibility and would ensure his safety and his education,” she said.
Mrs Amosun frowned at the ill-treatment of the boy by his father, and charged parents to take good care of their children by providing for them to avoid situation that could lead them into stealing and other vices.
The Head of Department of Paediatric, at the hospital, Dr. Morufat Ogundeyi said he was admitted for child abuse and chronic malnutrition and that he was also being investigated if he had any other infection.

Indonesia to execute 14 despite doubts over guilt

Ten foreign nationals and four Indonesians face firing squad, in spite of claims of forced confessions, torture allegations and on-going legal appeals

Fourteen prisoners on death row have been moved to isolation holding cells on Nusa Kambangan in wait of their execution. The prisoners include inmates from Nigeria, Pakistan, India and South Africa, and four Indonesians,

The Indonesian government is yet to formally announce the specifics of the third round of executions this year, stating only that it is fast approaching.

However, it is understood that after the diplomatic strain that followed the executions of 14 inmates last year, nationals from the US and Britain will not face the firing squad this round.

According to the Guardian, a group of lawyers from the Community Legal Aid Institute (LBH) have compiled an unofficial list of those set to be executed based on visits to prisoners held in isolation cells at Nusa Kambangan on Tuesday.

Ricky Gunawan, the director of LBH and the lawyer for the Nigerian national was with his client on Tuesday when the inmate was called to sign a letter confirming the court decision on his narcotics case was final and binding.

The letter is essentially legal notice that a prisoner can be executed after 72 hours. “[My client] did not sign the acceptance letter, though,” said Gunawan. “He signed a letter of refusal and told the prosecuting officer: ‘We are in the process of seeking clemency.’”

A clemency appeal for Merri Utami, 42, an Indonesian woman reportedly being held in an isolation cell, was also lodged on Tuesday morning, together with a handwritten appeal to the president.

The National Commission on Violence Against Women (Komnas Perempuan) is said to have argued that Utami was duped into smuggling 1.1kg of heroin into Indonesia, after becoming involved with a Canadian man who showered her with gifts and then asked her to carry a bag back from their holiday together in Nepal.

Once arrested at Soekarno Hatta airport, Utami was allegedly taken to a hotel where she was beaten and threatened with rape.

News of the executions being days away sparked outrage from rights groups, which argue that many of the cases of prisoners on death row in Indonesia are marked by questionable and inhumane practices, including beatings, torture and forced confessions.

“President Widodo’s era was supposed to represent a new start for human rights in Indonesia,” said Josef Benedict, a deputy director for Southeast Asia at Amnesty International.

“Sadly, he could preside over the highest number of executions in the country’s democratic era at a time when most of the world has turned its back on this cruel practice.”

Nigeria: Govt Urged to Ban Tomato Paste Importation

The President, Lagos State Chamber of Commerce and Industry (LCCI), Dr. Nike Akande, has called on the federal government to support local production of tomato pastes in Nigeria, pointing out that this would help the country attain self-sufficiency in food production and boost local consumption.
Also, NLC scribe cum Secretary General of the Textile Workers' Union, Issa Aremu, has urged the federal government to ban the importation of tomato paste into the country.
The duo made the call during the unveiling of Erisco Foods Innovation Tomato Processing Technology in Lagos. The equipment converts dry and fresh tomatoes into finished products.
Akande said that agriculture can play a vital role in the economic development of Nigeria, stressing that manufacturing and industrialisation are the key drivers for growth and economic transformation for any nation.
She commended Erisco Foods for the tomato processing plant and urged its management to continue to encourage local production of made - in - Nigeria goods.
Speaking in the same vein, Aremu said noted that Nigeria has the capacity to be self-sufficient in tomato paste production.
He said: "We want to add our voice to the demand of Erisco Foods Chairman that we can see today that Nigeria has the capacity to be self-sufficient in tomato paste production. And if we are self-sufficient, the government must ban importation of tomato paste into the country. "This factory has the capacity to produce 450,000 metric tons of tomato paste and our local demand is about 250,000. Which means we have the capacity to feed ourselves and export? So why should we allow unnecessary importation into the country."
Also, the Minister of Labour and Productivity, Dr. Chris Ngige, who was represented by Mrs. Olufunke Aleshinloye, lauded the company for the giant stride attained with the procurement of the new innovative technology. He said that the economy requires such innovations and economic diversification in order to stimulate job creation in the agricultural sector.
Ngige called on the firm's management not to relent in its efforts at carrying out business activities responsibly, while urging them to ensure compliance with labour related matters, occupational, health, safety standards as well as various statutory obligations.
On his part, the Chairman/ Chief Executive Officer, Erisco Foods Limited, Mr. Eric Umuofia, said the economy was losing money due to combination of evil forces against the nation by some unpatriotic Nigerians and foreign economic mafias that always want to milk the economy dry, especially with substandard tomatoes paste imported from China.
He said: "In Nigeria alone, we have a tomatoes paste processing plant with processing capacity of above 450,000 metric tons per annum, among other product lines."
He expressed worry that regulatory agencies such as the National Agency for Food Drug and Administration Control (NAFDAC) and the Ministry of Health had failed to place confidence in an indigenous company becoming a leading brand in the production of tomato paste in Nigeria.

Umuofia explained that despite the industrial challenges facing Nigeria, the country remains the biggest importer of tomato paste in the world despite that over 75 per cent of fresh tomatoes harvested are wasted yearly.
He noted: "The Indians that form the majority of the people that import substandard tomato paste into Nigeria, and China which produces the substandard do not consume in their own countries, the same quality of tomato paste they produce and bring into Nigeria. Still they pay little or nothing as import duty."
He added: "We thank President Muhammadu Buhari and the All Progressive Congress (APC) - led government's determination to task us (Nigeria) to produce what we need and eat what we have. From his directive, we swung into action and the result is what we witnessed today; that is the ability to convert fresh and dried Nigeria fresh tomatoes into paste that will be able to save our nation over US$1billion being spent annually on importation of tomato paste.
"In addition, we will also export and earn hundreds of millions of dollars in 2017 after meeting the tomato needs of every Nigerian by December 2016, provided that government stops the dumping of sub-standard tomato paste on us. We are set to employ over 50,000 youths in two to three years and create over five million jobs for farmers."

Reps provide more revelation details against Jibrin, refer him to EFCC for investigation

Abdumumin-Jibrin

Chairman, House of Representatives Committee on Media and Public Affairs, Abdulrazak Namdas says ex-Chairman of Appropriation Committee, Abdulmumin Jibrin will be referred to EFCC for investigation
Namdas said Jibrin was relieved of his position for abuse of the budgetary process.
He said “the leadership is also in receipt of complaints about his activities as Chairman of Finance Committee in the 7th Assembly, which had potentials to embarrass the House.
“Investigations found that from 2011 – 2015, Jibrin domiciled with Hadejia – Jama’are River Basin Authority and few other MDAs, some of the allocations meant for his former Finance Committee members.
“He was alleged to have aided the use of front companies that collected funds without executing most of the projects.
“The projects have been compiled and will be referred to the anti-graft agencies to establish why the projects were fully paid for and not executed.
“Who collected the funds and why has Jibrin not raised any alarm about the non-execution of the projects even now?”
According to Namdas, Jibrin had initially inflated the 2016 Budget by adding about N250billion to the total figure as submitted by Mr President.
“This, the NASS leadership outrightly rejected as a form of financial recklessness and inability to appreciate the dwindling resources available to government necessitating that we act prudently.
The House spokesman noted that “the leadership of both chambers, including the appropriations and finance committees are normally and traditionally allocated certain percentages.
“They are allocated certain percentages of these funds, for inclusion in the appropriation bill for projects.
“The remaining is distributed to members of the National Assembly for inclusion of their preferred projects in the budget. This has also been the established tradition over the years.
“For the avoidance of doubt, the 8th House of Representatives under the leadership of Rt. Hon. Yakubu Dogara, has not deviated from established practices, precedents and traditions in this matter.’’
Namdas alleged that Jibrin, “was in the habit of collating, warehousing and manipulating sensitive information to blackmail people sometimes apparently for pecuniary purposes.
“And by the virtue of his position as appropriations chairman, he meets with very high and senior public officers at all levels.
“The Speaker and the leadership were inundated with complaints by heads of Ministries, Departments and Agencies (MDAs), over harassment from the House Appropriations Chairman to engage in conduct and acts unbecoming of their offices.
“The leadership launched an internal investigation into these allegations and was largely satisfied that action had to be taken to remove him, in the interest of the integrity of the House.
“One clear example is the insertion of funds for the so called Muhammadu Buhari Film Village in his constituency in Kano State.
“This was without the consent or solicitation of Mr President. This has brought both Mr President and the government to disrepute.”
Namdas revealed that “one of such is the numerous projects he claimed in a Channels TV interview in April 2016 to have sited in Mr President’s home town of Daura, Katsina State.
This is without Mr President’s solicitation or knowledge, in a desperate attempt to blackmail him as an answer and justification for allocation of N4.1 billion to his constituency when confronted by the interviewer.
“He did not stop there. Jibrin went about soliciting members to nominate projects for him to help them include in the budget.
“When called upon to defend his actions as appropriation’s chairman, all he did was to be calling names of those members and the amount he helped include for them in the budget in an unsuccessful bid to silence them”.
Namdas said “it was also discovered that Jibrin, discreetly and clandestinely allocated monies for projects that are not clearly defined in the budget for the purposes of exploiting the ambiguities for personal gains.”
The spokesman, therefore, challenged Jibrin to release the signed inputs of Mr Speaker and not pieces of paper that bears no acknowledged authorship.” (NAN)

Nigeria's Boko Haram has links with al-Qaeda affiliate, probe committee says

Nigerian terror group, Boko Haram, has links with international terror groups,
including an al-Qaeda affiliate, a report by the presidential fact-finding
committee on the abducted Chibok girls has said. The report was
submitted to former president Goodluck Jonathan before he left office
in 2015, but was never made public.
Even before the 27-member committee chaired by retired brigadier
general Ibrahim Sabo was set up in 2014, there were reports that
Boko Haram had links with other terrorist groups in the world.
"It is on record that Boko Haram has regional and international links
with Al-Qaeda in the Islamic Maghreb (AQIM), an Al-Qaeda affiliate,
and has cooperated with other terrorist groups," the 50-page report obtained
by Premium Times Nigeria stated. The committee had recommended in its
report that a collaborative and cooperative regional approach, similar to the
one adopted about 15 years back by Economic Community of West African
States (Ecowas), be implemented to effectively eliminate terrorists operating
in and around Nigeria.
The committee had also urged the government to engage in talks with and
seek cooperation from neighbouring countries as well as multilateral organisations
like African Union, Ecowas and United Nations in countering home-grown terrorism.
The committee had also recommended that the government collaborate with
countries that are already assisting in anti-terrorism movements. The committee recommendations also included the use of Regional Counter-Terrorism Strategy
 (RCTS) in Nigeria.

Maghreb (AQIM), stated a 50-page report by a fact-finding committee that probed the

The committee had made several other recommendations pertaining to
issues like the Nigerian border posts in controlling cross-border movements
of terrorists, effective and safe usage of Youth Volunteer groups, also known
Civilian Joint Task Force, JTF, in the North East region,

The committee had also recommended that the foreign affairs ministry
sensitise the international community on the issues of Human Rights and
Rules of Engagement (ROE) in case Nigeria needs to re-strategise its current
counter-terrorism approach and adopt a harsher one.

Buhari’s 31 Years Old Story

Thirty-one years after he was ousted from power as military head of state, President Muhammadu Buhari has come out to explain why the group of officers led by former military president Ibrahim Babangida toppled his government. He didn’t mince words neither was his reason far-fetched – it was corruption – the scourge he’s addicted to combating, he pointedly said.
According to him, the IBB junta sent him packing because he had wanted to probe them for alleged corruption. The president, who reportedly spoke to The Interview Magazine said the then Head of Military Intelligence, Aliyu Gusau, was allegedly involved in some sharp practices and he had recommended his sack from the military leadership because he did not want his anti-corruption war to appear one-sided as it appears today.
Unfortunately, that move, according to him, later cost him his job as Gusau, Babangida and other officers (who had borrowed leaf from him as the chief beneficiary of the 1983 coup), ousted him as head of state. Today, Buhari is still fighting his curious corruption, largely believed to be selective even when the entire country is fast drowning in economic recession and the regrets of hopping on a directionless change train. Well, that is Buhari’s account of what happened in August, 1985.
A quick rewind to the other account: when IBB and others too took over power, they also gave reasons why they struck. Their excuses included that Buhari lacked the gravitas to run a complex country like Nigeria because of his sectional tendency and that he was merely fighting both the real and imaginary enemies at the expense of practical development.
They claimed he feigned to know all the problems of the country as well as the solutions to them, whilst he was far away from such intellectual credit in terms of capacity and ability to think through policies and clinical execution. Say whatever – those excuses as espoused by the IBB junta are largely seen as relevant today as they were in August of 1985, when they struck. This account too, even if many could not relate with it then, a lot can now.
The most unfortunate thing about Buhari’s ouster is the fact that he allegedly had an inkling he was going to be removed, invited Babangida and confronted him with the facts, yet, he allowed for himself to be removed. That, without much ado, says a lot about Buhari’s ability to lead. He could not save himself. Perhaps, he had lost face with all that mattered in the military hierarchy.
In any case, of what good was the military interregnum to the political and economic evolution of the country? Nothing more than a cankerworm that ate up the good of the past, the promises of the present and nearly decimated the hopes of the future of an auspicious people! Buhari too, therefore, cannot extricate himself from the rots of the past. Ousting an elected government is no less corruption, whatever the grounds for doing so and that remains a fact of Buhari’s record.
Thus, telling the story 31 years after changes nothing. Besides, he is telling his story now that he is in power; IBB too told his when he was in power. What more, there could be a third account after he also leaves office. What is expedient now is that both accounts are subject to different interpretations, depending on who is looking at what. But that is not the pressing matter for now; it is rather sheer distraction, completely extraneous to matters arising.
What is urgent and crucial now is that Nigerians are suffering because of an economy in technical recession. President Buhari should deploy to work fast and stop advancing unproductive excuses. It will be two years soon that he assumed office.

Militants sack Lagos estate, shoot three policemen

There was chaos on Tuesday on Pacific Estate, Ikejiobi Avenue, Ewedogbon, in the Igando area of Lagos State after some militants engaged security operatives in a gun battle for about seven hours.
During the encounter, three policemen attached to the Igando Police Division and two residents, identified as Baba Victor and Adedokun, were injured.
Our correspondent gathered that the gunmen, who were suspected to be militants, had invaded the community around 6am through the waterways behind the estate.
They were said to have looted some shops on the estate.
It was learnt that when the matter was reported at the Igando division, a police team was deployed in the area around 8am.
The policemen were said to have engaged the bandits in a gun battle, during which three policemen were shot.
Although one of the policemen was shot in the head, the police said he survived the attack and was receiving treatment in a government hospital.
During the gun battle, some residents were said to have regained their freedom from the militants, who had earlier abducted them.
When our correspondent got to the estate around 9am, four streets – Ojo Benjamin, Kehinde Ashafa, Ganiyu Adekunle and Ikejiobi – had been deserted.
A landlord in the area, who identified himself only as Olayinka, said there were women among the militants, who also looted shops and escaped with foodstuffs.
He said, “The attacks started in Fatoki community, Igando, on Saturday. We did not know it was our turn this morning (Tuesday). At about 6.30am, they came into the estate, shooting and moving around the streets.
“Everyone ran inside and bolted the doors. They caught a resident, Baba Victor, on his motorcycle, and took him away. They cut him with machetes, but he escaped during the gun battle with the police.
“They smashed the vehicles they found on the streets. They broke into shops and stole frozen foods, bags of rice and garri. They were about 15 men. The hoodlums did not cover their faces and there were women among them. Some of us were watching them from our houses.”
A SOLOJAYBLOG SOURCE was talking with the landlord, gunfire exchange between the operatives and hoodlums sent everyone scurrying to safety again.
Our correspondent observed some residents – women and children – leaving the area at about 2pm.
Soldiers on the streets searched their luggage as they filed out in groups.
One of the women said, “I was sweeping the corridor of my house around 6.30am when people suddenly started running, saying some hoodlums were coming with guns. Immediately I bolted my door, the gunshots started. From the keyhole, I saw four of the men. A boy of about 20 years was in the front. He wore a red cap with coconut in his hand and a charm on his chest. The three others had guns and shot into the air sporadically.”
Thirteen police vans, two Rapid Response Squad armoured tanks and three OP MESA vans were sighted at the bus stop with displaced residents numbering over 200 people.
A policeman, who had gone to the waterside, said the gunmen arrived at the riverside around 6am, adding that they could have collaborators in the estate.
He said, “The attackers are Ijaw youths. They are young, slim and can easily swim away in water. They shot at us and three policemen were injured. They saw us and laid an ambush. When we got to a section of the river, they began to shoot. We replied the bullets. But three policemen were hit and injured.”
The area by 2.30pm, the gun battle was still ongoing while a suspected hideout of the hoodlums around the waterside was set ablaze.
The Police Public Relations Officer, SP Dolapo Badmos, said the police had yet to make any arrest, but normalcy had been restored to the area.
She said, “Some group of people invaded the area in the early hours of Tuesday. Operatives were alerted and moved in to foil the attack. Normalcy has been restored in the vicinity. No policeman died in the incident. The command is still on the trail of the suspects.”
